ESG Policy and Practices: Minor Works Control System (Hong Kong)

​

This policy is tailored for contractors registered under the Hong Kong Buildings Department (BD) Minor Works Control System (MWCS). It focuses on environmental protection, urban safety, and strict regulatory compliance during minor building works.

 

 

Environmental Practices (Hong Kong Minor Works Focus)

​

  • Construction Waste Sorting: Implement on-site sorting of inert (e.g., concrete, bricks) and non-inert waste to comply with the Hong Kong Environmental Protection Department (EPD) Construction Waste Disposal Charging Scheme.

  • Construction Noise Control: Use Quiet Powered Mechanical Equipment (QPME) and schedule noisy works strictly within EPD-permitted hours (07:00 to 19:00 on weekdays) to minimize disruption in dense residential areas.

  • Dust and Air Quality Management: Enforce mandatory water spraying and dust screens during structural alterations or demolition works to keep particulate matter (PM10/PM2.5) within local air quality limits.

  • Chemical Waste Handling: Secure certified EPD collectors for hazardous chemicals, such as asbestos sheets found during older building renovations or toxic solvents used in waterproofing.

 

Social Practices (Hong Kong Minor Works Focus)

  • Working at Height Safety: Mandate the use of proper working platforms, safety harnesses, and transportable fall arresters. Ban the use of unsafe ladders for high-risk external wall minor works (e.g., Class I and II works).

  • Bamboo Scaffolding Integrity: Ensure all bamboo scaffolders hold valid trade test certificates from the Construction Industry Council (CIC) and strictly follow the Labour Department’s Code of Practice.

  • Public and Pedestrian Protection: Deploy double-layer catchfans, protective netting, and clear warning signage over walkways to protect the Hong Kong public from falling objects during external wall repairs or air-conditioner rack installations.

  • Heat Stress Mitigation: Implement the Labour Department’s "Code of Practice on Prevention of Heat Stroke at Work," providing mandatory rest breaks, shaded rest areas, and hydration based on the Heat Stress at Work Warning.

 

Governance Practices (Hong Kong Minor Works Focus)

  • Buildings Department (BD) Compliance: Enforce the timely submission of legal notices (Form MW01/MW02 for commencement and Form MW03/MW04 for completion) to the BD within the statutory 7-day and 14-day windows.

  • Authorized Signatory (AS) Accountability: Ensure all Class I, II, and III works are supervised directly by a designated Registered Minor Works Contractor (RMWC) Authorized Signatory to prevent unauthorized building works (UBWs).

  • Anti-Bribery and ICAC Guidelines: Adopt a zero-tolerance policy toward illegal kickbacks, collusive tendering, or bribery regarding building management offices (BMOs), adhering strictly to the Prevention of Bribery Ordinance.

  • Digital Record Keeping: Maintain a secure, digital registry of photos capturing "before, during, and after" construction states to serve as auditable proof of compliance for BD structural inspections.
